The Institutional Development Commission (IDC) includes issues that create institutional capacity, strength and sustainability.
The mandate of the IDC includes the following issues:

The Development Of Institutional Capacity i.e.
a.
Human resource development at secretariat levels
b. Leadership development at Board and provincial levels
c. Stakeholder participation and ownership
ii. The Development of Efficient and Effective Structures and Systems i.e.
a. Structures and systems must be focused on strategic outcomes
b. Structures and systems must contribute to institutional memory, stability and sustainability.[Institutional culture.]They must guard against the tsunami syndrome.
c. Structures and systems must be sensitive and responsive to the needs and contributions of stakeholders to avoid the tail wagging the dog.
d. Structures and systems must be geared to the empowerment and performance of grassroots structures.
iii. The Development of a Communication Strategy and Action Plan that will
a. Create a positive public profile i.e. build an institutional image
b. Build an internal, corporate cohesion and synergies culture.
c. Facilitate interaction between the organization and its stakeholders
iv. The Development of Sustainable Institutionally Generated Sources of Income i.e.
a. Income projects that are self-sustained e.g.

-EFZ Hiring Services etc
